of a telegram addressed tu the Chinese Chamber of Commerce at Hongkong which I have given instructions
You will no doubt agree is not to be delivered. that it is highly improper that the Chinese Vovern- ment should address the Chamber direct and 1 should be much obliged if you would take an opportunity
of informing them that any communications to resi- dents in the Colony should be made through the
Government of Hongkong.
